PECAL 2000
What are the PECAL (Spanish Quality Assurance Publication – Publicación Española de la Calidad) standards?
PECAL is the Spanish version of the NATO quality assurance standards AQAP (Allied Quality Assurance Publications).
It specifies the NATO requirements on official quality assurance to be met by contractors on defence contracts. The Spanish standard (PECAL) therefore follows AQAP.
PECAL family of standards:
- PECAL / AQAP 2110: NATO quality assurance requirements for design, development and production.
- PECAL / AQAP 2210: NATO software quality assurance requirements (only certifiable by DGAM – Directorate General for Armaments and Material).
- PECAL / AQAP 2310: NATO quality assurance requirements for aviation, space and defence suppliers.
Requirements for PECAL certification
The PECAL standards are aimed at companies that have DGAM company registration and are Defence suppliers. The requirements for certification are:
- Registration of the company in the DGAM company register.
- Second party audit of the quality systems according to the PECAL standard implemented.
- Third party audits issued by an entity accredited by the national accreditation entity (ENAC) and recognised by the DGAM/CMDIN (Joint Defence Committee – Defence Armament and Material Industries).
- PECAL certification by the DGAM.
Certification process
- EQA will audit ISO 9001 + PECAL.
- DGAM will issue the corresponding DGAM certificates.
Characteristics of the scheme:
- Certification process similar to any other.
- Joint ISO / PECAL audit, with the possibility of including other Standards.
- A single interlocutor for planning and carrying out the joint audit (EQA file manager).
- More product-oriented audits.
- Possible accompaniment by RACs or other Defence observers.
- Timely and continuous training of auditors.
- Drafting of the final report outside the audit (off site).
- Review of the report by the Expert, in addition to the normal documentary and technical reviews.
EQA in the PECAL / AQAP scheme
- It is recognised by DGAM / CMDIN and accredited by ENAC.
- It has recognised IAMD auditors with sufficient experience in the defence industry.
- It has recognised IAMD PECAL auditors and authenticated 9100 auditors who could combine both audits and perform them together with a single audit team.
- It has technical experts recognised by the DGAM to act as IAMD experts.
